UL 291



The UL 291 standard is for Automated Teller Machines. Under this standard, there are three levels of listings which are: Business Hours Service, Level 1 and Level 2, listed in increasing order of security status. Each of these levels defines how long the system has to withstand an attack and what type of tools may be used in the attack. In addition, UL 291 complies with the established electrical and safety standards.

The UL 291 Business Hours Service rating means that an ATM is capable of withstanding various methods of attack using a number of different tools for five minutes. The tools include sledgehammers, screwdrivers, wrenches, pry bars, saws, and chisels to name a few. The Business Hours Service ATM is designed to protect against attacks by door forcing, handle forcing, seam prying, and lock manipulations.

The UL 291 Level 1 ATM is capable of withstanding a higher level of attack. It can withstand at least 30 minutes of various attacks using any of the tools listed under Business Hours Service, as well as any common hand tools, mechanical or portable electric tools, grinding points, and carbide drills. The UL 291 Level 1 ATM can withstand attacks such as door prying, handle forcing, lock drilling, cutting of the lock bolts, and hinge grinding.

Level 2 requires 1-1/2" - 2" thick steel and offers the ultimate in security - although at a very high cost. Level 1 is typically viewed as offering a reasonable level of security at a reasonable price.

Underwriters Laboratories is the leading third-party safety certification organization in the United States. Underwriters Laboratories (UL) was formed in 1894 as an independent, impartial, not-for-profit, non-governmental organization with one objective - public safety. The UL scientifically investigates and tests thousands of types of products and systems to evaluate their electric, fire and casualty hazards and their burglary resistance. The UL Mark on a product means that samples of the product have been tested to nationally recognized safety standards. Products meeting UL established requirements become eligible to bear a UL certification Mark - the American Mark of Safety. Manufacturers submit products to UL for testing and certification on a voluntary basis.
